Services

The Intentional Innovation Office.

We’re a bench of practitioners who’ve done the job inside local government — the permit counter, the staff report, the public hearing. Cities hire us the way they’d staff an innovation office they can’t afford full-time. The method is productized: software runs what software should, and you pay people only for the judgment.

Professionals plus software. Think TurboTax or H&R Block.

A bench, not a payroll. Most of us hold posts in universities, public health, and industry, and we come together on the engagements where our work is the work. That is the point: a city gets the practitioner it needs for the part that needs them.

AI

Team + app

The Collective+One(GoodAI)First cohort open

Told to use AI, and not sure how?

Maybe AI is already in your systems and you’re not getting much from it. Maybe the public is asking how you use AI, and you have no way to report on it. That’s where we come in.

We help you and your staff understand AI: how it works, where it helps, and where it does not. Then we design, build, and put in place the strategy and the systems to use it well, from an AI policy your council can adopt to automated workflows, plain reporting on how you use AI, hands-on workshops for your team, and the upkeep after launch. Think of us as your one-stop shop for AI: the office you hire to design it, build it, run it, and keep making it better.

Your own records come along too. We turn them into analysis, maps, and models that show what is actually happening, in plain language you can put in front of council.

Climate

The Collective+TurboCAPLiveFirst cohort open

Not sure where you stand on climate action?

Not sure how to measure your emissions, or priced out of finding out?

We built TurboCAP for exactly that: greenhouse gas analysis that is fast, affordable, and easy, powered by AI, with humans in the lead. You get your GHG analysis as fast as we can get the data.

It is built to the Greenhouse Gas Protocol’s standard for cities, the GPC, published by the World Resources Institute, C40 Cities, and ICLEI. The Greenhouse Gas Protocol supplies the world’s most widely used greenhouse gas accounting standards, and hundreds of cities have committed to the GPC through the Global Covenant of Mayors. Every inventory is GPC-compliant and calculated automatically across Scopes 1, 2, and 3, at the level you choose: BASIC or BASIC+.

What comes after the number, from sustainability and resilience audits to climate action planning and implementation, is being built now. If you are interested, tell us, and we will talk it through.

Development

The Collective+TurboDevFirst cohort open

Not sure where your development review gets stuck?

What is holding permits up, and which timelines slip the most?

That is what TurboDev is for. It brings advanced analytics and data science to your own permit records, to find the everyday problems, the root causes underneath them, and, through predictive modeling, the issues most likely to come next.

Picture a development services review done in one month instead of six, with deeper analysis, clearer reports, and people behind it who have done the work.

Brings together

All three

Platform

One(GoodGov)First cohort open

One place that pulls it all together.

One(GoodAI), TurboCAP, and TurboDev are apps inside One(GoodGov), the connected workspace for local government.

One place for your work, communications, information, and insights, with AI that stays in the background. Every tool shows its work and waits for a human yes: tools, not agents.

We build it for the offices we serve. It is the proof that we build what we recommend. TurboCAP runs inside it today, and the first cohort is open for all four apps, with limited places.

Pricing

How you hire the office.

We price to your budget and your spending authority, not to a rate card. For most projects that means scoping the work to the money you can actually approve, at the level you can approve it, without a procurement fight you did not plan for.

Three ways we’ll work with you.

  1. A single projectOne scoped question, fixed fee, delivered.
  2. A project, plus a retainer for supportThe plan is done; we stay to do the work, month over month — sized to scope.
  3. A full partnershipThe whole function, part-time and ongoing: we’re your intentional innovation office, and the practice above is simply what we are working on this quarter.

We’ll talk through pricing terms that work within your budget, for a team, a division, a department, or the whole organization.

We were there. We know what it is like to want the work and not have the line item.

Respecting public money is not a discount we offer. It is the job.

We wrote it into the contract.

  1. No AI surcharge. Ever.We pass AI usage through at cost and never profit from it, so we have no reason to put AI into everything. The only way we earn is by delivering real value and keeping you as a partner. Our goal is not a good fourth quarter this year. It is a good fourth quarter thirty-five years from now.
  2. You own your data, your workflows, and your agents, even if we go out of business. This is about resilience. Your data and workflows are your documented institutional knowledge, so they stay yours, not ours. You need to run on them whether or not the AI is working that day, whether or not a vendor stays in business, and whether or not AI is in the picture at all.
  3. Humans stay in the lead. This is how we protect trust, democracy, and the integrity of public service. Every action leaves an audit trail, with a person you can reach, human oversight, and clear accountability. It is about the future of local government: protecting it, and making it better.

If we break one of those, the contract ends.

In development

The Local Marketplace.

An online marketplace of apps, agents, automations, skills, prompts, and tools, built by us and by the community. Sign in, download what you need, and use it any time.

It is where the community builds ethical AI, grounded in our values. Nothing is listed unless it aligns with them: humans stay in the lead, and your data stays yours. Every listing will be held to the standards and policies public service runs on.

We’re building it so you can use what you find in One(GoodGov), in Microsoft Copilot, or in the tools you already use.

Not open yet. The first version, in development inside One(GoodGov), holds our own listings; community listings come after it.

HTLG? is a weekly note on what AI actually does for local government, and what it does badly. Written from the permit counter by people who have worked one. Every issue is a chapter of The AI Local Government Playbook, which is free when it is done. Published on Substack.
